Noel (Willie) Williams, MBA

Noel Williams brings more than twenty years of senior leadership in financial services, information technology, and enterprise operations to his role on the Board of Caribbean Assurance Brokers Limited, where he serves as a Director and Chair of the Technology Innovation Committee since June 2026.
His career was built at Scotiabank Canada, where he led enterprise initiatives including a nationwide Salesforce implementation affecting more than 5,000 stakeholders, the consolidation of seven automotive finance dealerships, and the technology integration of two major corporate acquisitions — National Trust and Montreal Trust — each carried out under significant regulatory oversight. As Founder and Managing Principal of Liguanea Advisory Group Limited, he advises Caribbean financial institutions on operations, technology, and governance.
For shareholders, his contribution lies in disciplined oversight of technology investment, operational risk, and the modernization initiatives that strengthen the company’s competitiveness and long-term value.
While serving as Manager, Operations and Technology, at Scotiabank Canada, he led enterprise technology and operational initiatives across one of Canada’s largest financial institutions — major systems deployment, multi-site operational consolidation, and the technology integration of two corporate acquisitions — managing complex stakeholder environments, regulatory requirements, and large cross-functional teams throughout.
As the Founder and Managing Principal of Liguanea Advisory Group Limited, he Leads an independent advisory practice serving Caribbean financial institutions, with a focus on operations, technology strategy, governance, and operational resilience.
Mr. Williams holds an MBA from Rome Business School/Universidad Internacional de Valencia.
